This is a project I created using many filters and adjustments to add a neon effect with a little help from Topaz Labs. I added it into the foreground of a picture of northern lights and I added a layer of mountains in between over the city that originally was there. The neon effect I created came from the idea of northern lights which is why I chose that for the background.
